Whilst it’s unlikely that the police will be breaking your door down, there would be grounds for anyone who is denied access to sue you.

Of course the fact that you are taking steps to get a loop installed will count in your favour. And if you already have a loop fitted, make sure people know about it! Make mention of the fact in your info sheet or welcome slides, and put notices at every entrance to the sanctuary.
